Ramaphosa notes Madlanga Commission referrals against Sibiya and three others
President Cyril Ramaphosa has noted the recommendations and referrals in the #MadlangaCommission’s second interim report, naming four people for possible disciplinary proceedings and criminal investigation.
The Judicial Commission of Inquiry into Criminality, Political Interference and Corruption in the Criminal Justice System better known as the Madlanga Commission submitted the report on 29 May 2026. It follows the first interim report delivered in December 2025. The commission’s final report is due on 16 November 2026.
According to a Presidency statement released today, Thursday, the second interim report revisits earlier referrals relating to the South African Police Service and confirms most of them after implicated parties gave evidence. It also sets out new recommendations based on testimony heard since the start of 2026.
The commission recommends disciplinary action and the immediate investigation of alleged criminal conduct with a view to possible prosecution if sufficient evidence exists against:
· Lieutenant General Shadrack Sibiya (the suspended deputy national police commissioner for crime detection)
· Witness G (a crime intelligence officer alleged to have been Brown Mogotsi’s co-handler)
· Sergeant Fannie Nkosi (SAPS Sergeant)
· Brown Mogotsi (a North West businessman and alleged political fixer)
It further calls for the Office of the Inspector-General for Intelligence, or another appropriate authority, to investigate an alleged “off-the-books” Crime Intelligence operation involving Mogotsi and Witness G.
The Madlanga Commission was established in July 2025 after KwaZulu-Natal Provincial Police Commissioner Lieutenant General Nhlanhla Mkhwanazi publicly alleged that a sophisticated criminal syndicate had infiltrated parts of the police, intelligence services, and other institutions in the criminal justice system. Hearings have examined claims of political interference, corruption linked to major drug investigations, and the controversial disbandment of the Political Killings Task Team.
The latest referrals will feed into the work of a special SAPS investigations task team set up after the first interim report. The commission operates under terms of reference that allow it to refer matters for urgent criminal investigation and prosecution decisions.
