<p style="text-align: center;">Before the Mpumalanga event, Mchunu’s spokesperson, Sithembiso Mshengu, said the minister was not involved in the logistical arrangements or funding of the prayer and would not attend.</p>

<p style="text-align: center;">“They did engage him on their initiative, and he felt there was nothing untoward, especially when faith groups hold such a prayer in his name as they may do with anyone in the republic or beyond,” he said.</p>

<p style="text-align: center;">Owing to her position, she was also in control of the evidentiary paper trail left by those who preyed on public funds.</p>
<p style="text-align: center;">
<p style="text-align: center;">Madyo, who was warned by Deokaran about irregular contracts at Tembisa Hospital shortly before the whistleblower’s murder, did not resign as previously claimed.</p>
<p style="text-align: center;">
<p style="text-align: center;">New information in the Gauteng Legislature reveals Madyo actually left the department in July 2024 through a confidential settlement while facing disciplinary charges over procurement irregularities. At the time, the department told the public she had resigned.</p>

<p style="text-align: center;">Madyo had also been suspended on full pay for nearly two years, reportedly earning around R3 million, before the case was quietly settled.</p>
<p style="text-align: center;">
<p style="text-align: center;">On Thursday Gauteng Premier Panyaza Lesufi noted the statements and allegations made by the Democratic Alliance (DA) regarding the monetary settlement reached between the GDH and Madyo.</p>

<p style="text-align: center;">Lesufi dismissed any insinuation that he was part of the arrangements to release the pension payout of the department&#8217;s former CFO and would like to point out that Madyo&#8217;s disciplinary hearing commenced prior to his tenure.</p>
<p style="text-align: center;">
<p style="text-align: center;">&#8220;The DA knows that in terms of the Public Service Act and applicable regulations, the Premier does not possess the authority to appoint or dismiss chief financial officers employed at the deputy director&#8217;s general level. Legally, that responsibility belongs exclusively to the Executive Authority overseeing the specific department that employs the individual.</p>
<p style="text-align: center;">
<p style="text-align: center;">&#8220;Regarding this case and in line with the legal prescripts, the Office of the Premier did not form part of the negotiations and decision-making that led to the monetary settlement. The Department of Health did engage the Office of the Premier after the agreement had been finalised, notifying the Premier of the outcome and requesting retrospective concurrence,&#8221; the statement reads.</p>

<p style="text-align: center;">Lesufi declined to grant this retrospective approval, citing the lack of consultation or prior involvement of his office.</p>

<p style="text-align: center;">&#8220;An independent legal firm has since been appointed to investigate the matter and determine whether the agreement was handled correctly and to advise on any further action required. The Premier shares the public&#8217;s concern regarding any expenditure of public funds and remains fully committed to rooting out corruption and ensuring accountability.We will not hide any form of wrongdoing, especially on matters related to the unfortunate loss of life of the late Babita Deokaran,&#8221; the statement reads.</p>

<p style="text-align: center;">What is unfolding is not a crisis of numbers or administration. It is a deliberate political failure, engineered and maintained by those in power. Working-class South African children are being structurally locked out of public education while the state normalises exclusion through bureaucracy, press briefings, and hollow assurances.</p>
<p style="text-align: center;">
<p style="text-align: center;">We locate responsibility without hesitation. The Minister of Basic Education, Siviwe Gwarube, the Premier of Gauteng, Panyaza Lesufi, and the Department of Basic Education preside over this collapse. They do so knowingly. Year after year, they reproduce the same outcomes because exclusion has become policy practice, not an error.</p>
<p style="text-align: center;">
<p style="text-align: center;">The roots of this injustice are structural and violent: township and rural schools deliberately left underdeveloped, classrooms overcrowded beyond learning capacity, budgets that starve black education while protecting privilege, and admissions systems designed to appear administratively neutral while actively marginalising the children of workers and the poor. This is how inequality is institutionalised. This is how dispossession continues under democratic language.</p>
<p style="text-align: center;">
<p style="text-align: center;">We say this without apology: the ANC–DA governance arrangement is central to this disaster. It is a political pact that manages inequality instead of dismantling it, that preserves elite comfort while black children are turned away at school gates. This arrangement has collapsed the social mandate of the state and replaced it with crisis management and blame-shifting.</p>
<p style="text-align: center;">
<p style="text-align: center;">The situation in Gauteng, particularly in Ekurhuleni, is nothing short of criminal. For learners to be expected to return to schools without electricity is an open declaration that black children’s futures are disposable. It is an insult to dignity, a sabotage of learning, and a betrayal of constitutional obligations.</p>
<p style="text-align: center;">
<p style="text-align: center;">We therefore demand immediate, decisive action. EMPD and all relevant authorities must restore electricity to all public schools without delay. More than that, the state must guarantee placement for South African children as a first principle, not a negotiable outcome.</p>
<p style="text-align: center;">
<p style="text-align: center;">We reject this crisis, we reject the political choices that produced it, and we condemn, in the harshest terms, a system that sacrifices South African children while those in power remain insulated from consequence.</p>

It happens every year, yet government continues to arrive without a plan, without urgency, and without accountability.</p>

<p style="text-align: center;">This failure sits squarely with the Minister of Basic Education, Siviwe Gwarube, and the Premier of Gauteng, Panyaza Lesufi. Their administrations have turned school admissions into an annual spectacle of confusion, queues, and exclusion, while issuing press statements instead of delivering classrooms.</p>
<p style="text-align: center;">
<p style="text-align: center;">The Department of Basic Education governs through excuses.We further condemn the situation in Gauteng, particularly Ekurhuleni, where learners are expected to return to schools without electricity. We call on EMPD and all responsible authorities to immediately restore electricity to public schools. No learner should be forced into a school that cannot even keep the lights on.</p>
<p style="text-align: center;">
<p style="text-align: center;">The crisis is worsened by deep systemic challenges: poor infrastructure planning, neglected township and rural schools, chronic underinvestment in classrooms, and an admissions system that consistently fails working-class families.</p>
<p style="text-align: center;">
<p style="text-align: center;">We state without hesitation that the ANC–DA governance arrangement has directly contributed to this crisis. While they posture as partners of stability, their combined governance has produced policy paralysis, administrative confusion, and a lack of accountability. Children are paying the price for political convenience and elite consensus.</p>

<p style="text-align: center;">We condemn this situation in the strongest possible terms. We reject the normalisation of failure, the recycling of excuses, and the continued punishment of poor and working-class children for government incompetence. This is a violation of rights and a betrayal of the future.</p>

<p>Speaking at a briefing on the Special Investigating Unit’s probe into Tembisa Hospital, Motsoaledi said he was outraged at the scale of corruption uncovered. He questioned why people implicated in corruption are repeatedly allowed back into public service.</p>

<p>“Once you are caught, you must never work for the public again. We keep recycling them. They get charged, they get parole, and then they continue stealing,” he said.</p>

<p>The minister also expressed frustration at the dangers faced by whistle-blowers, noting that honest public servants often live in hiding while corrupt networks flourish. “The only way is to remove from society those who force whistle-blowers into hiding,” he said.</p>

<p>Investigators revealed shocking details of syndicates looting billions meant for healthcare. Evidence shows more than R2 billion siphoned off through fraudulent contracts, with over R122 million linked to health officials and hospital staff. One syndicate alone controlled at least 41 suppliers tied to irregular deals worth more than R816 million.</p>

<p>Motsoaledi admitted the revelations left him reflecting on harsh measures used elsewhere in the world, even if not applicable in South Africa. “When things like this happen, you start understanding why some countries go to extreme lengths, because they refuse to let criminals run amok,” he said.</p>

<p>The Tembisa scandal has once again laid bare deep-rooted corruption in public healthcare, sparking renewed calls for tougher accountability.</p>
