Madlanga Commission To Obtain Statement From Serge Cabonge Over Recordings Played During Sibiya Bail Hearing

The #MadlangaCommission of Inquiry will obtain a statement from Serge Cabonge after taking note of voice recordings attributed to him during the bail hearing of former deputy national police commissioner Shadrack Sibiya at the Randburg Magistrate’s Court today, Tuesday, 13 October 2026.

In a statement issued by Commission spokesperson Jeremy Michaels, the Judicial Commission of Inquiry into Criminality, Political Interference and Corruption in the Criminal Justice System confirmed that it had noted the recordings. Cabonge has previously been mentioned during the commission’s hearings.

A recording played in court reportedly captured a conversation between Cabonge and a man identified as Mr M, the father of a 16-year-old girl whom Sibiya is accused of s*xually grooming.

During the conversation, Cabonge allegedly claimed that he had helped the family of a person who “sits in the front” at the Madlanga Commission with a criminal case involving their daughter. He claimed the charges were withdrawn after he intervened.

Cabonge further alleged that the person advised him to leave South Africa after his name was mentioned at the commission and offered to protect him if he came under scrutiny during its proceedings.

The identity of the person Cabonge was referring to, as well as the truth of his claims, has not been established. The allegations emerged from the recording played during Sibiya’s bail proceedings.

The commission said it would engage with Cabonge and obtain his statement as part of its broader investigation into matters falling within its terms of reference, including references to the commission in the recordings.

It said it would not comment further on the matter at this stage.

The development comes as the commission continues its inquiry into allegations of criminality, corruption and political interference within South Africa’s criminal justice system.
