SARS Raid Tshwane CFO Gareth Mnisi’s Office and Home

South African Revenue Service (SARS) officials carried out a search at Tshwane House, the City of Tshwane’s headquarters, this morning, Thursday targeting the office of Group Chief Financial Officer Gareth Mnisi.

The operation involved search warrants for Mnisi’s office and residence as part of an investigation to obtain documents and evidence.

Tshwane mayoral spokesperson Samkelo Mgobozi confirmed that the municipality had been notified in advance of SARS’s intention to conduct the searches.

“We believe that Sars has since executed those warrants,” Mgobozi said.

He confirmed that SARS officials were at Tshwane House and that Mnisi later left the premises accompanied by individuals wearing SARS-branded clothing. The municipality referred further questions about the operation and Mnisi’s status to SARS.

eNCA reported that electronic devices, including a laptop and cellphones, were seized during the operation. SARS has not publicly disclosed the full scope of the investigation.

The operation comes months after Mnisi was implicated in allegations of tender manipulation and the sharing of confidential municipal information during testimony before the Madlanga Commission of Inquiry.

Evidence presented at the commission included WhatsApp communications between Mnisi and Sergeant Fannie Nkosi, a suspended police officer. The exchanges raised questions about the sharing of tender information and possible interference in municipal procurement processes.

Mnisi denied wrongdoing during his appearance before the commission.

In April 2026, the City of Tshwane placed him on precautionary suspension pending an investigation into the allegations. A municipal forensic investigation later identified breaches of municipal rules but reportedly found no evidence of impropriety. In July, the council classified the allegations as less serious misconduct, allowing Mnisi to return to work after receiving a final written warning.

The council’s decision drew criticism from opposition parties, including ActionSA, which argued that the allegations warranted stronger disciplinary action.

ActionSA has welcomed the latest SARS operation, saying it reinforces concerns about the handling of the disciplinary proceedings against Mnisi.

The search marks a further development in the scrutiny surrounding the city’s financial leadership following allegations raised at the Madlanga Commission.

The nature and scope of SARS’s investigation, as well as whether any further action will follow, remain unclear.
